Further support SMEs

Effectively implementing the Government's resolutions and the guidelines of the province on supporting and developing the enterprises, especially small and medium enterprises (SMEs), since the beginning of the year, the enterprises in the province have been growing, contributing positively to the State budget.

FWKK Company Limited (Lap Thach) - a newly established enterprise having the modern production line, specializes in processing garment for export, creates regular jobs for many workers with an average income of VND 5-7 million per person per month.

Identifying the biggest difficulty for nay business is the capital, since the beginning of the year, credit institutions in the province have focused on credit growth; taken the initiative in developing the lending programs with the reasonable interest rates, diversifying credit products, banking services in combination with renewing the lending process, simplifying loan procedures and raising the appraising capacity to shorten the time solving the loans to create favorable conditions for enterprises to access loans for business, especially SMEs.

Stepping up the program on connection between banks and enterprises, prioritizing the loans for the priority sectors according to the Government's undertakings with many preferential programs such as restructuring the repayment term, exemption and reduction of loan interest rates and offering the attractive loan packages to businesses ... Especially, in short term, the interest rate is calculated on a monthly basis, customers can choose the permanent during the loan or pay monthly with the low, competitive interest rates.

Banks also consider to apply solutions to help the customers in temporary difficulties, help businesses stabilize their production, create the sources to repay the loans. In the end of the first quarter of 2018, the banks in the province lent 2,510 businesses with the outstanding loans of over VND 24,300 billion, accounting for 46% of the total outstanding loans. The credit institutions providing loans to SMEs reached over VND 13,200 billion, up over 14.7% compared to the end of 2017.

Not only solving difficulties in capital, the provincial People's Committee directed authorities and district People's Committees to implement synchronously the solutions on supporting the development of enterprises such as concentrating on supporting the projects having investment certificates/ investment registration certificates so that these projects will be put into operation as soon as possible; coordinating with relevant agencies and units in settling promptly problems and reasonable proposals of investors.

Maintaining the implementation of the program: the leaders of the provincial People's Committee meet businessmen in every Friday afternoon. Implementing the publicity and transparency of administrative procedures; actively improving the effectiveness of the Provincial Public Administration Agency to reduce the time on carrying out administrative procedures for enterprises, further reviewing and eliminating inappropriate, infeasible mechanisms and policies, which impact the operation and development of enterprises; issuing specific guidelines, implementing new regulations ... Supporting taxpayers has been also effectively implemented.

Thanks to the drastic implementation of solutions, creating a favorable environment for enterprises to develop and stabilize their production and business, especially issues on the reform of administrative procedures, accessing to the clean land fund, customs, taxation procedures ... according to the recent result of the Provincial Competitiveness Index announced by Vietnam Chamber of Commerce and Industry (VCCI), the province's business support index in 2017 ranked 19th out of 63 provinces with 6.81 points, up 9 levels and 1.17 points over 2016.

The proportion of the number of service providers out of the total number of enterprises in the province is 1.21%, higher than the national average. Although the number of service providers in the province is low, it initially responds to the quality and quantity of business support services.

Generally, in the first quarter of 2018, 305 private enterprises were newly established, increasing 1% compared to the same period of the previous year with a total registered capital of VND 1 trillion. Until the end of March 2018, there were nearly 8,840 private enterprises in the province with a total registered capital of VND 77,000 billion. The percentage of companies in operation was 68%; they contributed trillions of VND to the State budget .

However, now, there are still some SMEs that have difficulties in accessing the bank capital. The reason is that they mostly depend on the basis of bank loans but the management capacity is limited, the information about the business to the bank is not enough reliable that causes difficulties in appraisal during the loan process.

In order to further develop and gain the target of establishing 1,500 enterprises in 2018, in the coming time, the province will continue to implement tasks and solutions to improve the business investing environment, enhance the national competitiveness capacity; publicize the provincial plannings so that enterprises can access the land, expand and boost their production and business, then contribute to the development of the province.
