However, in the past time, enterprises in the province have faced to some difficulties, especially in the labor recruitment, issuance of land use certificates; the land clearance progress in some industrial parks is slow; unannounced power outages still occur; the inspection and examination work is still overlapping; some road sections in industrial parks and clusters are degradated; the parking lots, schedule of bus routes are not suitable to the time of workers ... Mr. Han Jung Ho, General Director of Young Poong Electronics Vina Co., Ltd (Binh Xuyen Industrial Park) said that Vinh Phuc had a favorable investing environment and convenient transportation... so while investing, Young Poong Group (South Korea) put many expectation in Young Poong Electronics Vina Co., Ltd. However, when in operation, the recruitment of labor is quite difficult. To attract laborers, the company has built the professional working environment, attractive salary and many incentives but after a half of year, the company has recruited nearly 80% of the labor force (nearly 600 employees) according to the demand, in which, nearly 70% are the laborers outside the province. For the enterprises’ stable development, continuous development and production scale expansion in accordance with the roadmap of commitment, bringing the profitability for investors, contributing to boost the local socio-economic development, it is hoped that, in the coming time, the provincial leaders and authorities would pay more attention to help businesses in recruiting workers. It was reported that in the next time when expanding the scale of production, Young Poong Electronics Vina Co., Ltd would have the need to recruit about 1,000 unskilled workers.

To clarify more the achievements in solving difficulties and problems for businesses, especially in the field of labor and employment, Mr. Hoang Quoc Tri, Deputy Director of the Department of Labor, Invalids and Social Affairs said that to actively improve the quality of labor to meet the recruitment demands of the enterprises, over the time, the Department of Labor, Invalids and Social Affairs had coordinated with other localities to review and capture the current status and aspirations of the employees, the recruitment requirements of enterprises. Since then, the orientation of vocational training, connecting, supporting the recruitment enterprises and linking between vocational schools and enterprises to organize the training as required. At present, the labor supply of the province meets the needs of enterprises but there is a shortage of laborers because the electronic enterprises only recruit female workers in a short time. To make employees feel assured to commit to work in the long-term with businesses and avoid the shortages of labor in some electronic enterprises such as in the last time, enterprises need to increase the rate using male labor, time using labor and have good incentive policies to retain workers.

In fact, to promote the investment attraction and enterprise development, in the early months of 2017, the province has strengthened the dialogue between the government and enterprises, carried out many solutions to solve difficulties, support enterprises, improve the investing environment, enhance the competitiveness. The highlight is the operation of the hotline to receive all reflections of organizations and individuals; weekly, maintain the business coffee model to meet, dialogue with the businesses, investors of the infrastructure in industrial parks and clusters; minimize time for administrative procedures (the public investment projects reduced 40%, the direct investment projects reduced 35% as regulated); concentrate on investing in infrastructure and developing preferential mechanisms to attract capital, investors to develop the industrial parks and clusters, high quality services, hi-tech agriculture, and so on. Thus, the investment attraction, new business development in the first months of 2017 increased in both quantity and quality. In the first 6 months of 2017, 548 new enterprises in the province were established (up 38% in quantity and up 8% in registered capital compared to the same period of 2016). Until the end of June, 2017, the province had nearly 8,000 registered enterprises, 67% of them actually in operation.
